Well, so the smoking gun finally emerges (ad view required). But not here, oh no it's only a big press deal in the UK. The Bushies had already decided what the policy was, and then according to the minutes of a July 2002 British security meeting at which T. Blair was present:

Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The NSC had no patience with the U.N. route ... There was little discussion in Washington of the aftermath after military action.Emphasis is mine. Well, that's enough to burden you with.
